The bass on Table Rock are not going to be spawning during this time. Our spawn usually happens more towards the end of April through the first part of May. Transition banks in major creeks are a good place to find these fish staging. Tubes, grubs, and stickbaits are effective.
The walleye will start spawning towards the end of February. This will be a peak time to catch a trophy. Later in March-April you can probably catch more fish but your big fish chances are not as good as in February. Sometimes you might have to night fish if you can't get bit during the day. For some reason the walleye in Bull Shoals are harder to catch than in many other lakes, however; I feel you have a better chance for a trophy.
The people at K-Dock have absolutely no rights to the water around or under the dock. This guy has a history of cussing people out if they get near the dock. I have a friend that is a police officer that had the same problems with the owner of K-dock. He said the best thing to do if it happens is to call the sheriff. This is supposedly a public facility, however; They will not even let guides clean fish on the dock. I usually have clients with me so I usually just avoid the area.
