On three your options are severely limited to maybe Bull Shoals. You would be limited to hugging the bank. I have always wndered why people think they have to have a boat to be successful at the White River during generation. I was down there a while back and had some good success bank fishing at White Hole when all eight generators were pulling. I wasn't able to actually wade, but fishing off the bank did well enough. Off course I wasn't fly fishing, so that could change things. I was told on fishing reports on the internet that no one was doing much good off the bank, but I decided to try it anyway, and I didn't have any problems pulling some decent trout out.
