Anyone Ever Noticed This?

I was just posting on a thread on Bagnell Dam about the pipe by Kimberling Bridge that appears to dump sewage into the lake. Now please correct me if I'm wrong, but on more than one occasion (always at night) I've notice what smells like raw sewage to be boiling up from this pipe. It's located about 50 yards west of the Kimberling City bridge on the north bluff bank. The pipe is mostly underwater but you can see guy wires running down to it. Has anyone else seen or noticed this happening?
