Well, they simply named the lake after the community where the dam was built, Bull Shoals, Arkansas, in Marion County. The settlement of Bull Shoals dates from sometime before the Civil War.

The town's website says "The settlement was named in the early days for the shallow crossing places, or shoals, where it was located on the White River".

From there on I'm just guessing, but I bet some early settler kept a bull in a field by that shallow area or "shoals". Makes sense to me.
