Floating Below The Dam

I was wondering if you can float from stockton dam to caplinger mills? If so where can you put a boat in at and how fais it from the dam to the mill?

It's 16.5 miles from Highway 32 to Caplinger, following the old channel all the way. Add another mile if you put in right below Stockton Dam. Here's a map:
