Question Reading River Level Gauges.

With all the flooding of recent, I was looking at the river levels in Oklahoma on the Govt Site. I saw that the level on the Arkansas River at Tulsa is low at 2.18 feet right now with all the levels around it extremely up. My question is: Is the river level low upstream or downstream of the dam at Tulsa? I think it's upstream to the next dam, but I'm not entirely sure about it.

If you are talking about the USGS gage on the Arkansas (station number 07164500) it is on the Hwy 244 bridge.
