It always was except for the Current and Jacks Fork.

Thanks Al, since posting that, I found where ONSR are closed until at least May 10th when further determinations will be made. Guessing that includes Eleven Point too.

The Eleven Point River is not part of the ONSR. The US  Forest service runs the 11pt and they did not shut down the river  to camping.
