WHITE RIVER BASIN, ARKANSAS- (a) MINIMUM FLOWS-(1) IN GENERAL- The Secretary is authorized and directed to implement alternatives BS-3 and NF-7, as described in the White River Minimum Flows Reallocation Study Report, Arkansas and Missouri, dated July 2004. (2) COST SHARING AND ALLOCATION- Reallocation of storage and planning, design and construction of White River Minimum Flows project facilities shall be considered fish and wildlife enhancement that provides national benefits and shall be a Federal expense in accordance with section 906(e) of the Water Resources Development Act of 1986 (33 U.S.C. 2283(e)). The non-Federal interests shall provide relocations or modifications to public and private lakeside facilities at Bull Shoals Lake and Norfork Lake to allow reasonable continued use of the facilities with the storage reallocation as determined by the Secretary in consultation with the non-Federal interests. Operations and maintenance costs of the White River Minimum Flows project facilities shall be 100 percent Federal. All Federal costs for the White River Minimum Flows project shall be considered non-reimbursable. (3) IMPACTS ON NON-FEDERAL PROJECT- The Administrator of Southwestern Power Administration, in consultation with the project licensee and the relevant state public utility commissions, shall determine any impacts on electric energy and capacity generated at Federal Energy Regulatory Commission Project No. 2221 caused by the storage reallocation at Bull Shoals Lake, based on data and recommendations provided by the relevant state public utility commissions. The licensee of Project No. 2221 shall be fully compensated by the Corps of Engineers for those impacts on the basis of the present value of the estimated future lifetime replacement costs of the electrical energy and capacity at the time of implementation of the White River Minimum Flows project. Such costs shall be included in the costs of implementing the White River Minimum Flows project and allocated in accordance with subsection (a)(2) above. (4) OFFSET- In carrying out this subsection, losses to the Federal hydropower purpose of the Bull Shoals and Norfork Projects shall be offset by a reduction in the costs allocated to the Federal hydropower purpose. Such reduction shall be determined by the Administrator of the Southwestern Power Administration on the basis of the present value of the estimated future lifetime replacement cost of the electrical energy and capacity at the time of implementation of the White River Minimum Flows project. (B ) FISH HATCHERY- In constructing, operating, and maintaining the fish hatchery at Beaver Lake, Arkansas, authorized by section 105 of the Water Resources Development Act of 1976 (90 Stat. 2921), losses to the Federal hydropower purpose of the Beaver Lake Project shall be offset by a reduction in the costs allocated to the Federal hydropower purpose. Such reduction shall be determined by the Administrator of the Southwestern Power Administration based on the present value of the estimated future lifetime replacement cost of the electrical energy and capacity at the time operation of the hatchery begins.
  4. Vince and I went fishing late this afternoon... needed to work off some turkey. We drove to the dam and waded in on the north side at Rocking Chair. Not sure why we chose that area again- it wasn't nice to us the last 3 times we've gone there. And it wasn't nice tonight either. I caught a couple of a #18 brassie soft hackle right off- wind was blowing upstream, not bad. Good chop on the water but no midges until closer to dark. There's a bunch of creek chubs schooling up there- Vince caught several on a zebra midge but no trout. We didn't do well till almost dark- Vince moved out to the open water in the middle, slow current, dead drifted a #20 ginger scud 4 feet deep (on the bottom) and caught 6-8 rainbows. I was too lazy to tie on new leader to fish deeper so I caught one. Poacher story- 3 men and 2 small boys were fishing down from us when we arrived. From the looks of how there were fishing (casting and no retreiving) they were bait fishing. But I didn't see them catch any trout so I left them alone... until one of them caught a fish. I think they released it- couldn't tell- but it wasn't quite 4 o'clock so I tried to call Quinton (agent) on his cell- no answer. So I called the hatchery and talked to Bryan Putman, told him what I saw but as I talked, one by one they disappeared up the hill into the woods. I told Bryan to hold off coming down- I'd call him back if they came back or stayed. They didn't - the last guy left with the boys- all the while gazing at me. After they left, I fished my way down to where they were and found a cooler up in the grass with one rainbow in it (alive) and a container of worms. Also found a package of 2/0 gold hooks on the bank which one of them had dropped. Vince snagged a bunch of line (big dia.) with an egg weight and a gold 2/0 hook on one end- theirs. They knew the drill- man on phone meant it was time to leave with the bait and trout.
  5. The hatchery will not- Dewey Short Visitor's Center is where you want to ask for info- above the dam on Table Rock. Best bet is to email Little Rock Corp- that's where they will ultimately send you.

  7. Rod- all depends on your application.. and your taste. If you're starting out and only fishing for trout, a 4 wt would be good, 9 ft. A 5 wt would also be fine but stay with a 9 ft unless you're fishing places that are confined (trees and such), then to to something shorter (8' or 8'6"). If you're fishing for trout and bass, you may go to a 6 wt. Leader - tappered, and again it depends on what you do most... and perference. I like long leaders (12') but some people don't like to throw long leader because they have a hard time getting the fly to turn over. I throw alot of soft hackles and cracklebacks (stripping flies) and I think the long leaders get me more strikes. If you're dead drifting scuds mainly, use shorter leaders (9'). Size - I use 3x, 4x, 5x and tie my tippet to that. I don't use the smaller size simply because if I did I'd have to cut a bunch off before I tied my first tippet piece on. As a rule, tippet labeled 6x is really smaller- I don't take any chances- I cut off a foot before tying any tippet onto the leader. So I use the longer leaders (10', 12'). Say I use a 12', 4x tippet. I cut off a foot and add 18 inches of 5x tippet. this becomes my base. If I break off or use most if not all of the tippet tied onto the 5x, I retied on the 5x, not the leader thus not using the tapered leader. Tippet - depends on application. Water clarity, water speed and flies used plays a big part in what I use for tippet. Remember, flourocarbon sinks fast and monofilament sinks slow. You don't want to use fc on dry flies. If you're using small wet flies you want to sink alittle quicker, use fc. I could go on but this could become an article real quick. Hope it helps.

  9. They have never been stocked in Taney so I don't think there are that many... but you never know. You hear of a few caught each year.
  10. Vince told me he went over to Cricket Creek and fished for crappie on Monday. We went upstream in Long and fished the flat points and the trees with jigs. Caught 4 crappie- all keepers. No pattern- caught them 8 to 20 feet deep. Pretty windy so is was tough to feel the strikes. Did also catch a couple of small blacks. Anyone else been out???

International pressure force the Iranian gov't to release Mehdi but soon after his release, he was found beaten to death in a park near his home, his attackers were believed to be Muslim leaders. We are blessed to live in a country where we are free to believe what we choose. That does not mean what we believe is truth though. Every man is not a god unto himself although he develops his our "religion" on how things are in this world, in this life. There is absolute truth. There has to be for there to be meaning to this life. There is a God, one God, one way to God and that has to be through Jesus, His Son- a man who lived, died and rose from the dead (all historical factual). And if a man seeks God with a whole and true heart, he will find Him... it's a promise. Ask Him for help- He's waiting for that chance. Have a blessed holiday with friends and family. If you feel lonely, quit thinking about yourself and focus on others in need. Go to a shelter or kitchen and help out. Do a clothes or toy drive and give to your county welfare office or Salvation Army. Ask God to direct you to a church and get involved... but beware of this- don't put your faith in people-- there are great people of God in churches and there are bad people in churches. Just be careful.

Bobby described the day as really good, but they had to work hard for a limit. Fishing spinnerbaits early proved to be unproductive so the knowledgeable team switched to a deep pattern that consisted of fishing Journigan football or Journigan 5/16 oz jigs with Critter craw trailers in the Campbell Point area of the lake. Roger reports catching their anchor fish and 1st Big Bass of the tournament around 1:30 pm.   15. I've seen where some sites/forum have programs where people can upload pictures to their own gallery, kinda like a blog but pic, not text. Anyone interested in something like that? Invision has one but I wasn't impressed with it.

  18. I killed a small rainbow this evening fishing the Rocking Chair Hole. It took a soft hackle inside the mouth behind the tongue, in the gills. Before I had any chance to cut the line, it slopped in the water while I had ahold of the line and pulled hard. Blood gushed from the gills- it had ripped a gill. Don't think I could have done anything to prevent it. And it's not the first time and won't be the last I'm sure. I could have kept it (less than 12 inches) but I left it on the bank for the buzzards. They made short work of it.

  20. You can forget the barbless thing... powers-that-be in MDC believe barbless is a cosmetic issue, not a health issue. There are no studies proving barbless rules help save trout to the point to make that a law- that's what they will say. 5% of fish caught and released using flies will die - that's the stats quoted by MDC. You will have dead fish regardless what the rules are. C&R on Taney, in my opinion, will not make a significant difference in the number of dead fish. Natural animal preditors kill more fish than anglers in the first mile (herons, kingfishers, otters). I'd say, with the water not running, >99% of the trout are caught and released by anglers presently. Overpopulation- people were worried about the regs back in 1995 when they were proposed because they thought trout would overpopulate the upper 3.5 miles and die of starvation (seriously- that's what they thought). I think that has been put to rest... trout will naturally go where they can survive and survive well. And lastly, rainbows spawn twice a year- fall/winter and spring. I don't see why you would make any special conditions during any spawn sinply because a trout spawn on Taney is 99% unsuccessful. New topics - go for it. I'm been in the education business using ozarkanglers.com since 1997... I welcome all the help I can get!!
  21. I think clubs like FFF and TU could get behind it in the beginning and then a drive - we might see something in the near future. But first, we need to sit down with MDC and make sure it's even possible... I'm not for fighting a fight that's impossible to win.
  22. Two kinds of midges (really many more but for what we're talking about - we'll say two) - zebra and thread. Zebra - tied with a bead head, preferably tunsten. You can fish this dead drift shallow under a float or deeper, closer to the bottom but not on the bottom. Thread- no bead. Tied with a turn or two of peacock hurl at the head usually. I use these under an indicator as a trailer, usually behind a scud. I fish it on the bottom, dead drift in current. It can also be used fished dead- in no current but still with a scud.
  23. Generation - I don't look for much at all. During most holidays, power demand is low- and so is Table Rock- so I don't look for the Corp to run much if any water. Look for midge hatches anytime during the day and have pleny of zebra midges in the box. Red, black or even green (thanks Mike Scott) with bright heads (not black). Even using a spin cast rig and 2 lb tippet will work for those who don't fly fish. MDC has stocked alot of rainbows for the holiday so get your cleos and rooster tails ready. Power eggs in white, yellow and pink have been working well as well as air injected night crawlers (will always catch bigger trout on worms over power bait). Best areas are the Cooper Creek area, Monkey Island and Short Creek areas. Jig and float using brown, black, black/yellow, ginger or sculpin w/ orange head under a float 4-6 feet deep should work very well especially if there's a chop on the water. Use this anyplace on the lake. Fly fishing- #14 brown or tan scuds under an indicator 4-6 feet fished above Fall Creek to Lookout - excellent. Look for subtle strikes. Windy? Strip a #16 red or black soft hackle.
  24. Gezzz... almost Thanksgiving! Time flies. Drove to the dam this morning at 6:30 am just to find 3-4 units running at 706 or 7 may be... lots of water anyhow. Randy, still in town from KC, wanted to take one more shot at outlet #2 but there were 4 guys already there so he wanted to go up to #1. Two guys there and nothing going on. I suggested another place - took him down to the Rocking Chair Hole on the north side but the water was up in the weeds and lots of leaves in the flow so this am was a big zero for us. Back at the report by 8 am. It looked like they ran alot of water last night from the water mark on the bank. Strange... not sure why. Randy fished till dark last night and even later. He fished #2 most of the evening and landed 19 and 21 inch rainbows drifting a black wooly bugger after dark. Still not sure how he did that (drift a wooly). I don't look for them to run the water long this morning... but I've been wrong before. PM report- Vince and I drove to the dam and fished from 3:30 till dark. Walked in to the Rocking Chair- water off. Midge were swarming us as we walked down the path and at the water- the same. Rainbows were coming up all over and Vince's first couple of casts with a zebra were successful. But that's where it ended. Our ability to fool these trout fell short for the rest of the evening. Not sure why- we both tried about everything in our boxes including #24 emergers and dries from the San Juan. We did manage a few but not like I would expect with that kind of activity. They blew the horn 4 times at 5 pm and the water rushed down to us. Vince hooked a nice rainbow as the water rose... thus the pic-
  25. Randy was helping the guy out yesterday morning- he appeared to be a beginner fly fisher. He gave him a scud and showed him how to mend the line. Randy said he was surprised he kept the fish on as long as he did, not to mention land it. He landed it well below outlet #3 with the help of a couple of anglers. So... not to take up for the guy and the net- it's not the net you want to use for sure!!! But it's something most people wouldn't think about until it's pointed out to him. To be honest, I didn't notice the net even in the pic- I was looking at the bloodied, fat rainbow. And standing on soap boxes is a practice that is more than welcomed here.
