Does the border lakes permit allow you to fish any water between Mo and AR? I thought it only worked on the border lakes in the White River? That is why it is the White River Border Lakes Permit.

But, to answer the question, an AR license or the "WRBLP" will let you fish on lower Bull Shoals.

You are correct..I should have clarified that it is good for any boarder LAKE that is formed by the daming of the White River.
