That tail spinner looks a lot like a little George and I don't see where an old fashion little george wouldn't work as well.I still throw those through schooling fish and vertical fish tree tops with little georges along with jigging spoons. I think the leason to learn is to move away from the shore line when the sun comes out and get itno those deep trees. Most fisherman you see that boat 4 fish in the early morning on wiggle warts will keep beating the shoreline all day.

I wonder who makes a slow sinking lipless crank, the ones I have sink fairly quickly. Strike King makes a Silent Red Eye Shad, maybe if you modified a 1/4oz model it might work. I agree with Stumps idea of fishing deep trees offshore when its slick and sunny.
