For the iPhone there is an app called "River Reader".

There is also an app for the iPhone called FishHead. It is freaking awesome. I use it ALL the time....

The USGS has what they call Water Alert...go to the guage site, subscribe to a guage, and it will send updates to your mobile device....but its easy enough to look on the guage site, just tab it in your favorites.
