If it isn't a well traveled public stream then you might be causing yourself more problems than you are the dude with the bobcat. Odds are "Bobcat man" owns the property you stood on and that phone call could mean you'll not be fishing there anymore. It's the Gasconade River and I put in at a public access... I don't see any legality problems there.... I went ahead and left a message with the DNR, I made it clear that I wasn't really sure the regulations, or that any had been broken, just recommended somebody stop out there and take a look.

But a landowner on a smaller stream that does not disturb the actual stream or course does not have to get a permit, especially if he owns both sides of the stream.
