Who do I call to find out if the water is running on the lower illinois? Also are the fish biting year around like on a very cold day in february and are there any secrets anyone wants to share about catching trout in the winter.

Bookmark this link http://waterdata.usgs.gov/usa/nwis/uv?site_no=07198000 You will have to scroll down to the chart marked "discharge" to see if they are running water. Minimum flow is around 100-150 cfs. The fish will bite on the coldest days. The real secret to catching them is finding them.

Personally if you think theres a secret I think your CRAZY!!!!

My best luck is in runs fishing a way oversized wooly bugger of any color with a real loooong sloooow strip... ^_^
