Let's ask a MDC person to answer that question. I just remember in the back of my mind that possessing fillets on the water in Missouri is illegal. Remember that the back of my mind might go "BACK" a long time.

Also remember that fish in the creeks /shallower water are easier to pass a bait in front of their noses. Jigs with Craw trailers and "Minnow" imitations can be great fish catchers.

The head and tail must remain attached to the fish while you are fishing on waters where length limits apply.

^^^quote from the regs book.

I take that to mean you can remove the fillets.
