15 years of age or younger, requires a permit. Your nephew doesn't need one. 

In Missouri it is 16 and older needs a permit.  15 and younger does not.

Remember that if you plan on fishing in any of the Arkansas areas of Table Rock you will also need an Arkansas permit since you are a non-resident of MO.

I think I typed out what I wished it was rather than what it really is....thanks for the correction since I'm brain-dead at work.
