You know, I wondered the same thing myself. I'm leaning towards that it is on landowners and marina operators to clean up. But, I am not positive. Anyone?

I am gonna say, COE would only clean up their own areas, i.e.campground access the marinas and other accesses are almost certainly on their own.

Always had to clean up the shoreline ourselves......never seen the COE lift a finger in our area!
