It goes over the shift shaft, and simply rests on a detent pressed into the shaft.    It's common for it to pull off & drop into the unknown when you remove the lower unit.  🙄

If it's not on there the detent in the shift shaft can get jammed into the reverse lock linkage.....and prevent it from shifting back into neutral.

Still waiting on a few parts to come in, but plan on getting this back together soon.  My washer was no where to be found, but I did get it on the order.  My next question is does the shift shaft go through the reverse hook rod?  I didn't get a pic of it before disassembly, and I'm not sure.  Thanks again

Yes it does.  

Pulling up on that piece of linkage is what locks the motor down......So it doesn't tilt-up when going in reverse.   

Your shift rod has a detent on it, about mid-way......right ?      The washer merely rests over the detent.   Without it the detent can get jammed (and stuck) in the reverse lock linkage.   And that cheesyass throttle shift mechanism doesn't offer enough torque to pop it free 🙄  

Crappy Brunswick design, if you ask me. 🥴  This is the kinda stuff that results every time a new engineer is hired on at the plant.

I've had a few other things come up that have delayed my ability to work on this.  I have two known issues.  I got it back together and it won't go into reverse.  I know it doesn't have anything to do with the cables/linkage as that all functions fine when I pull the pin that connects the shift shaft.  So my gut tells me it has something to do with how I put it back together.  I put my new washer on the shift shaft first and it rests on the detent.  Next I positioned the shift shaft through the loop in the reverse hook rod.  Does that sound right?

Next problem.  I replaced all the gaskets in the carb and it won't start.  It ran a couple of months ago but the carb was leaking like a sieve, thus the replacement of the gaskets/diaphragm etc.  I can see fuel coming through the filter, so I believe it's getting fuel.  Any ideas on where to start with this?  I may be out of my depth with this carb and need to take it in.

The "GASKETS & Diaphragm" won't keep it from starting.   The needle valve, float setting, or a clogged idle jet passageway will.

Dang.  I cleaned up everything good in the ultrasonic cleaner and then blasted it with carb cleaner.  Any ideas on not going into reverse?

It shifts into Fwd. & Neutral just fine ..... But fails to shift into Rev.  ? 

If so, then there is a problem with the shift linkage.....or a problem inside the gearcase.
