If you need to weigh the fish I would use a combination of the boga and a net. Weigh the fish and the net while it is in the net to keep from harming it. The boga is getting alot of bad publicity about possibly harming the fish.
This was taken from the MoDNR website. My guess from this is that only certain agricultural live stock are classified for CAFOs. Lets hope this is the case so in that manner they can be fought.
I've been driving through northern Arkansas alot lately and the smell that permeates the air around them CAFOs is terrible. That alone cant be good for the environment.

As of right now, my vote would be Crane. I've only fished the Eleven Point once a long time ago. I should get back over that way because I really think I'm missing something over there.
