You do not have to attempt to shuffle, just stand in the water and fish normally. I have actually got out of the water so that the fish will go back into the holes where they should be so I can catch them!!! I can't catch fish that are rubbing my shoes. Also, how would this ban be enforced? Maybe it is best just to shame people not to shuffle. KEEP IT THE SAME.
