I have used Great Stuff Insulating Foam sealant by Dow. You can whittle into any bug shape you want & it paints up great. You can make a basic pattern in plaster of Paris for production molds. It is tough and floats higher than foam, also the Gorilla Glue supper glue will not melt it. Only down side is it's kind of messy till you get the hang of it,(always wear golves) but a little goes a long way.

Spray adhesive (Super 77) works pretty well for sandwiching foam sheets together. A bunch of fly shops now carry body cutters- basically metal punches that'll cut the foam into the desired shape. They're not too tough to make yourself, either.

Hobby Lobby and other craft stores are great- I've been able to pick up glass beads, wool roving for tying streamers and muddler heads, all sorts of yarn and other stuff. Recently found some hot-glue sticks impregnated with pearlescent glitter, have been using those to spin up some airhead-style bass flies.

How well do you think the hot glue will hold up? Shoe Goo seems to be nearly indestructible, even when I have thinned it to make it more workable.

I have spent most of my money on fly fishing and beer. The rest I just wasted.

I'm not sure how well it'll hold, I haven't been able to get 'em out on the water yet. But once it's on the head it has about the same look and consistency as Shoe-goo or the other silicone products, so I'm hoping it'll work about the same. Plus it already has the glitter in it (I'm attracted to shiny objects), and there's less of an issue with working time- once the stuff's hardened you can still hit it with the metal tip of the hot-glue gun and reshape it as you need.

I may have to try that on a couple and see how they compare. Thanks.

as you can see from the picture I am not as detailed as the following link, I simply wrap some thread usually red and do the glue thing, use a mini glue gun, takes some practice to get good eggs. But works for me. I use the water more...
