The sometimes fuzzy area though, I think, is the "underway" term. A lot of folks consider that to mean when the big motor is running. But in point of fact, it basically means if you're not moored. So drifting, being on the trolling motor, etc are considered underway.

There is no "confusion" I have been in meetings when everyone agreed it was breaking the law but agreed that was "their" business and would pay "their" fines if caught even when the club rules read "obey all state laws and regulations" but most had problems with fishing with the anchor light "white light" on while working the shore line. I have no problem with turning the switch to anchor when dropping the trolling motor as long as I have something to steer around but when you are fishing with blacklights any white light hurts. I have only seen one fisherman get up and walk out in protest.

Maybe no confusion in your club about it, but I think a lot of folks that are not in an organized club and/or don't fish night tournaments are unsure of it's meaning. It would not hurt for the boating manual to make that a lot clearer.

Sadly, there was a fatality on Beaver this weekend. Saturday evening, 2 jet skis were moving along in single file, the one in the lead stopped, but the follwing JS did not see the one in front stop and rear ended it killing the driver of the lead JS.

Sorry Stumper, don't know the answers to your questions, the article was pretty brief, just a paragraph or two and didn't have anything in the way of details.
