Make no mistake, skinny water doesn't necessarily mean little fish. Don't let a no answer from Boiling Springs campground deter you. If you really want to be alone, go upstream. If not, then go downstream, below Ross Bridge. No again? Then go on a popular float, but be the first one on the water. Remember, disassociate yourself from the term "better fishing." You'll be happier. It's fishing. Fun. Wherever you go, there you are. Simple as that.
