Al Agnew Posted May 3, 2017 Posted May 3, 2017 At some point we're going to have to redefine what constitutes a 100 year or 500 year flood, because water levels have been going steadily higher, both because of levees constricting the rivers, and because development causes more and faster runoff. In the end, a decision is going to have to be made as to which is more cost-effective, moving everything out of the flood plain, or continually suffering huge losses as floods happen with more frequency. It's hard to even imagine moving a whole downtown area out of harm's way, but we're seeing the problems with trying to protect it with levees and the costs when a big flood happens. You can't blame Valley Park for wanting that kind of protection (though you might blame the Corps for building it higher than they were supposed to, and that makes for an interesting opportunity for investigation as to what went on behind the scenes to have that happen, since you assume that the Corps' engineering expertise would tell you it wasn't a mistake), but you run the risk of getting into a "levee war" where everybody is building ever higher levees and the river keeps going ever higher in floods. bkbying89 1
snagged in outlet 3 Posted May 3, 2017 Posted May 3, 2017 Another article said the Corp recently surveyed a bunch of levees north of St Louis and found a significant amount of them were over the approved height.
