On your computer click on the three lines at the upper left corner and turn 3D off.  Then it shows the whole river pretty much down.

That was the difference, turned it off and now it shows an updated image, thanks!

My Google Earth shows the current image to have been taken on July 7, 2017.  I went back to see what the Arnold gauge was that day, and it was dropping, somewhere between 6 and 7 feet on the gauge.  It's now at 5.6 or so, so it's definitely lower than it was then, and the Google Earth shows it to be very low then, with lots of mud flats around George Winter.  And it wasn't nearly as clear then.

That ramp really got jacked up, or are they just redoing it?

They tore up the old and put in a new but it isn't as wide as the old one, there's also a pole blocking the entrance to keep people from using it as a boat ramp I suppose.
