I am looking for the proper prop for my (2017 hull) 621 VS Ranger. It has a Mercury 250 XL  Pro-XS and won't hold in big waves, I have tried a 3 blade 21 Tempest Plus (real bad) and currently a 4 blade 21P Bravo I  (better) but still won't hold the bow in rough water. I have lowered the motor to the last hole on the transom but still need a prop that will hold in rough seas. I never run top RPM and have no need for high end speeds, I guide on Lake Erie and its rougher than slick. Is anyone out there running the 621 VS with this engine and what prop is holding for you in rough water. Mercury and Ranger want my max RPM for proper prop, but this ain't no slick water boat wanting to run 6,000 RPM and 60 MPH. Any help would be awesome. I am really getting frustrated.

I think you need a 3 blade and the 21 tempest plus was pitched too high...I went through the same drill on my heavily loaded smaller aluminum multispecies boat(Crestliner) as I run on LOZ in big water A LOT.  After doing some research and trying a few props I called an outfit in FL of all places that specializes in props/performance and after describing my issue and the specs on my boat he recommended a larger diameter, lower pitched(17) Enertia.  That prop is perfect for my needs; I have all the lift I need to hold the bow in big water at any rpm, mega hole shot, and I lost no speed.

Of course the prop was not free.😬

The Tempest Plus 21 is the most recommended prop.  But like you said, they are propping for best RPM range and most likely on slick water.   Nevertheless, adjusting engine height and trim angle should keep it from blowing out. 

Those VS hulls are notorious for being bow heavy and preferring a 3000rpm cruise in rougher water.
