It doesn't fit the requirements, but I have an unused-but-scratched Great White 12 volt, manual steer that I'll let go cheap.

That does mount on the front; it just doesn't have the cable/pedal business... and it is only 12-volt.  It might work if he's desperate in the short term, but it's not what he's looking for.
