Private? Boat Launches

There are several ramps by docks that appear to be private but are on corps land, can the general public use them & park there?

its been a few years but I called and asked the corp this question.  I was told the ramps are NOT private and are available for public use.  as for parking, it cannot be on private but you can park on corp property.

I have been told the same as Krazo but the Corp did say that any Docks are private.
