It goes over the shift shaft, and simply rests on a detent pressed into the shaft. It's common for it to pull off & drop into the unknown when you remove the lower unit. 🙄 If it's not on there the detent in the shift shaft can get jammed into the reverse lock linkage.....and prevent it from shifting back into neutral.

Members Nightbrew Posted April 2 Author Members Posted April 2 Still waiting on a few parts to come in, but plan on getting this back together soon. My washer was no where to be found, but I did get it on the order. My next question is does the shift shaft go through the reverse hook rod? I didn't get a pic of it before disassembly, and I'm not sure. Thanks again
fishinwrench Posted April 2 Posted April 2 Yes it does. Pulling up on that piece of linkage is what locks the motor down......So it doesn't tilt-up when going in reverse. Your shift rod has a detent on it, about mid-way......right ? The washer merely rests over the detent. Without it the detent can get jammed (and stuck) in the reverse lock linkage. And that cheesyass throttle shift mechanism doesn't offer enough torque to pop it free 🙄 Crappy Brunswick design, if you ask me. 🥴 This is the kinda stuff that results every time a new engineer is hired on at the plant.
Members Nightbrew Posted April 3 Author Members Posted April 3 I'm not looking at it now, but I think the detent a few inches from the top. fishinwrench 1
