You are right in that there are LOW water dams in nearly every town. Miami's low water dam is just that. Don't need a map, I can look at it when the water level is well below normal. With that being said, I haven't seen the dam in a very long time. Which is not impeding any fish to move up or down stream. This river has some of the best crappie, whites, and hybrid fishing around.
The reason Tulsa is wanting to dam the area is to create a lake or several. An email that I received from ODWC stated that the main fish located in the Zink Lake are rough fish. Carp, buffalo and shad. Below Zink Lake you have the striped, whites, hybrids, crappie and so on. If they install the "low water dams", these species will no longer be able to make runs to the Zink dam, which is downtown Tulsa. The Tulsa mayor has stated they want to create a lake, which it is my understanding they will not be low water dams.
In regards to the drownings/death traps, poor judgments on the part people. Sad, yes. Accidents do happen.
