A lot of practice. That is still sloppier than I would like to tie it. Watch Brian Wise's videos, he has a lot of good stuff on streamers. Through his Flyfishingtheozarks youtube channel, the videos he has done with Dally's, and SCOF.
The main thing is not putting to much material on each fly and having your proportions right. Take your time. The Deceiver is just a schlappen tail, a little flashabou, polar chenille and a clump of bucktail on the top and bottom of the 20 mm shank. The middle is a 35 mm shank with the same process minus the tail and two clumps of bucktail. The front is a Size 2 b10s with two clumps and then a reverse tied clump.
A lot of my bucktail flies I like to run under hot water for a few seconds to make the fibers softer.
