  3. This is from the minutes of the Dent Co. comm. from Mon. We have the best conservation dept in the nation. Dent County Presiding Commissioner Darrell Skiles wanted to salute the Missouri Department of Conservation for the letter they sent to the Ozark National Scenic Riverways by Director Robert Ziehmer. The letter stated that many aspects of the 1984 general management plan had not yet been implemented or enforced by the National Park Service, and the Conservation Department supports the enforcement of the 1984 plan, not the options for the new plan. The Conservation Department also suggests in their letter to organize a working group to develop new management approaches to resolve access and use issues within the Scenic Riverways. The Department of Conservation is also against designation of a wilderness area and any horsepower restrictions within the Scenic Riverways

I appreciate your point of view but feel you have probably been misinformed about the content of HJR 57 - which would place the Joint Committee on Administrative Rules in our state constitution and set up very limited circumstances for legislative review of administrative rules where there is one of the following: 1. An absence of statutory authority for a rule; 2. A rule that is in conflict with state law; 3. A rule that is so arbitrary and capricious as to create such substantial inequity as to be unreasonably burdensome on persons affected; 4. A rule that is likely to substantially endanger the public health, safety, or welfare; 5. A rule that is excessive because it exceeds the purpose, or is more restrictive than is necessary to carry out the purpose, of the statute granting rulemaking authority, or 6. A substantial change in circumstance has occurred since enactment of the law upon which the proposed rule is based as to result in a conflict between the purpose of the law and the proposed rule, or as to create a substantial danger to public health and welfare. This legislative review is subject to two additional checks. First, a decision by JCAR to invalidate a rule must be approved by 3/5ths of both chambers of the General Assembly. Second, the decision is subject to judicial review - with a de novo standard of review for the first 3 reasons, and a rational basis review standard for reasons 4 through 6. To my knowledge, there isn't a single rule of the Dep't of Conservation that would be in danger of being set-aside as a result of this statute.   9. I wont put the co rd number up here but shannon county maitains right to the river there. I am sure , tv, if we met we would find more common ground than not. I find it humorous that somehow some new rules will fix every thing when they dont follow the current plan.

  11. The jumping rock is, if we are talking about the same place, is Walter Lipps. It is accessed by Shannon county rd. That rd is on a map i have here from 1946.
  12. That ford is being addressed in the flying w plan, which seems to be dropped at the momment. that camp site is listed as a drive in spot.
  13. The road @ flying is an old ford thats goes over to the old school house. Ive talked with folks who taught there and at parker school house. ah what it must have been like to attend those schools.
  14. Cedar to parker is an abandoned countyrd but is a numbered nps rd. I' with ya on keeping them on the rd. The camp site at big creek is listed as a drive to camp site located near the restored town of cedar grove. Camping is prohibited at tv. I dont see jets above pulltite as a problem. In my 40+ yrs of floating I have seen 2 jets between Pultite and Cedarin season (other than food conditions) I dont think jets should be above cedar And I have only seen 1 up there, just a few years ago.
  15. No I didnt speak at this one. As to the atvs at welch. If you are talking on the hospital side they shoul not be there as that road is closed at Hwy K. Now across from the spring I can legally drive my truck there an atv can ride county rds, too. Shannon county rd k-385 that goes through MDC property . Check out their map "lower Ozarks" for more legal access. The nps says they are not going to close county rds. (they cant).

  17. I am not an outfitter, i am someone who moved my family and business here after 40 years of coming down here most weekends. We might have some difference of opinion on what is an illegal road, trail or access point, however the current superintendants compendium already addresses most of you above concerns. You may not know that Parker is one of the listed camp spots. Sure would like to meet you next time you are down here and we could compare notes and have a pint of something from Piney River Brewing.

Comments about the options are being taken on line. They will be there to try to answer questions about the various options but all comments will be on line. by the way the wilderness, by the park service own words, is dead in the water. We made the two hr drive to talk and share with the folks up there. met alot of folks who had never even been here. I have some coming down this weekend for a float. It was a pretty poor showing imho, The nps said about 1000. We had 500 at Eminence (population 550) 200 at Salem and 400 at Van Buren.

The rumor i heard is that the club sierra and nature con folks were going to have a mass showing at the Van Buren meeting, even going as far as bringing their range rovers and prius'(es?) in an attempt to crowd out the limited parking spaces for regular folkwanting their voice to be heard. I'm not kidding either.

  23. The Ozark Heritage Project is sponsoring a boat riding and fish gigging opportunity beginning at 1:00 this Saturday afternoon at the Pulltite Campground in north Shannon County. The campground is located off Highway 19 south, on Route EE to the Current River. The boat riding and fish gigging opportunity will be held at the river access. The boat rides will be free and there will be refreshments available including water, soda, hot dogs, and then fried yellow suckers and potatoes. The National Park Service is proposing Alternative B for the new Draft General Management Plan for the Ozark National Scenic Riverways, and part of the new restrictions include a year round ban on outboard motors on upper Current River and upper Jacks Fork. The boats that will be made available to all guests are the very ones they wish to exclude. The Ozark Heritage Project is presenting this opportunity so that more people can make informed decisions as to their comments on the new proposals. There will be no charge, but if anyone actually wants to gig that evening, they must have a valid Missouri Fishing License. People not wishing to actually take fish can still ride along and witness the sport firsthand. Life jackets will be provided. All of the activities will conclude around 9:00 PM. Reservations are NOT necessary, but some idea of the number participating will better ensure their ability to have enough boats and food.
