Root Admin Phil Lilley Posted January 9, 2011 Root Admin Posted January 9, 2011 I'm surprised the changed has taken this long. I can't tell if the jab about saving money is serious... so I'll jump on it gently. "Save Money" I think that's a good thing, no matter who it is. The savings will come from not having to pay a third party to process the permits. They've been doing this in Texas for at least the past 2 years. No terminals, all online transactions except if you buy it in a store, they had a special printer that printed on the durable paper. Where the consumer is going to see a surcharge is in WalMart and fishing shops where the agent can charge for the service. For instance, we'll have to add at least one computer to handle the extra usage for processing licenses in the shop. We have on there now for reservations - no way we can do licenses and reservations at the same time. Plus a printer and paper. Not saying WE will add a surcharge - still haven't decided, or actually heard exactly what MDC is going to do and require - but others probably will add a charge. But it will be easy to get around it- buy it at home... where by the way you have been able to if so desired for at least 2 years now. I've bought my KS hunting license online and printed it on regular paper for the last 3 seasons. I printed extra copies in case I misplaced it too. Small zip lock bag - no problems.
jdmidwest Posted January 9, 2011 Author Posted January 9, 2011 Currently, my yellow permits fold down to a 2" x 2" square with the backing off and the transport tag detached. Deer and turkey tags are sized to fit a wallet about like a piece of money, I have to carry them whole for the adhesive backing. If the new permit is 8 1/2" x 11" like Illinois daily fishing tags I have printed online are, it will be hard to laminate and fold them in a way to carry them easily. My thought on the matter back when the number was assigned and the Heritage Card came out, an agent could scan that with a handheld computer and know what permits you have purchased. But no, you still have to carry paper copies, they have to be signed, and legible so the agent can read them. This would be the way to go. But the Heritage Card only comes out for discounts at the MDC offices. MDC expects to save 50k each year. There is an online fee to purchase that will drop from $2 to $1. Onsite vendors will have to purchase a computer and printer and keep a broadband connection to sell the permits instead of leasing equipment as they do currently. They will still receive a portion of the sale. After the transition, a person going to a hunting and fishing permit vendor will also receive a plain paper permit. Currently a vendor makes 5% of the permit price, but any 2-3% credit card fee comes out of that percentage. Looks like a loosing proposition for vendors, you will probably see a decrease in the locations of them. Root Admin Phil Lilley Posted January 9, 2011 Root Admin Posted January 9, 2011 I haven't read the specifics... you're right on the commissions but we don't pay anything for the equipment presently. We don't lease anything. They'll come and get the equipment I guess. I would think it would be easy to program it so that it prints on the yellow paper but... we'll see. I do agree about less vendors. Alot of ppl won't want to mess with it. Not sure how a vendor will get any commission for selling... they'll have the same connection as everyone else on the internet unless they have a log in and an account. That's why I understood we'd have to add a surcharge to the fee to recoop our expenses if we wanted to. We'll see.
jdmidwest Posted January 9, 2011 Author Posted January 9, 2011 I thought I read that there was a deposit or fee for the current POS equipment. Surely there will have to be a secure login to get your credit. Years ago, in Grandad's old country store, we sold permits. They were numbered and in booklets, each had to be filled out by hand. There were trout stamps, and duck stamps. Post Office carried the Federal Duck Stamp. You never made much off of the sale, it was a convenience offered to the customer. Now if they want to pay with a credit card, figuring the time you pay an employee to process one, it is pretty well a loss or a wash. Wayne SW/MO Posted January 9, 2011 Posted January 9, 2011 I think you can do as wrench pointed out and have them everywhere they are needed. I think the statement about additional copies was meant to head off some redneck believing he could just keep copying and keep killing deer on one permit:rolleyes:. Great. Go wet wading and get your permit wet, stopped by the game warden, get a ticket and lose your gear. All because the state of MO wants to save a few bucks. It is our money and those of us who have grown up on rivers fishing know there some things you have to protect. A 5 cent ziplock will do wonders. I'm sure I'm not the only one that has doubled garbage bags to protect gear before dry bags were so easy to obtain. Today's release is tomorrows gift to another fisherman.

When I go wading, I'm not about to be lugging a dry bag along with me. The MO license I bought last spring is just about unreadable now and I got that at Walmart. It got wet a few times. I carry it in a little plastic pocket along with my AR license. The AR license is good but the MO license is falling apart and barely readable. When your sport takes you around water, things are going to get wet no matter how careful you try to be. Guess the idea of printing several copies and using a fresh one every time you go fishing would be a great idea. And keep one in the car in case the one you have with you gets wet. There's a fine line between fishing and sitting there looking stupid.
flytyer57 Posted January 9, 2011 Posted January 9, 2011 Another problem with printing your own license, how is it going to prevent someone from printing several and giving some to their buddys who can't get one? There's a fine line between fishing and sitting there looking stupid.
