I don't know what's middle of the road but you can't beat the Olympus Tough line for the money.

Ion action camera. You can find them for sub $100. I bought 2 last year for $35 a piece.

Of course it's all about the water clarity and available light when you are shooting underwater, but yes you can get some pretty good stuff.
