Fish trap?

Saw this while fishing the lower river yesterday. Looks like some kind of fish trap? It was around the size of the basket on a shopping cart. Thought traps were illegal in MO?

No. Lower river around the Fenton area.

easier ways to dispatch a squirrel than drowning. 

I know everyone else leaves their trash laying around down there. I had higher expections out of you.

It looks like it could be some kind of turtle trap but I don't understand the floats then? Obviouisly I'm ignorant to trapping though.

HAHAHAHA....I kept putting them on the other side of the river and they would swim back to the east side and come back to my yard so....

That looks like a turtle trap but it might be someone’s dock side fish box.
