Till Before Adding Soil to New Raised Bed?

I'm building a couple of new 8x3x1 raised beds and am wondering if I should till the sod before I set them in to place and add the soil mix?

I would just put a weed barrier down and add the soil.  I assume the dimensions given will be a 1 foot deep bed which should give you enough room above the turf.

Put some chicken wire in the bottom before adding the soil.  The wire will stop a lot of tunneling creatures that are looking for an easy meal!!
