Nope he would still be allowed to fish. The chart key is on (A) A= Regardless of where taken, the head, tail and skin must remain attached to all fish for which length limits are established while on the waters (or banks) to which the length limit apply. (G) does not apply to the current river G=You must stop fishing for all species when you have four trout in possession. Interestingly a Trout Permit is not required to fish there either according the the regs key card.

Like I said you have to read the regs for each area you fish for the specific regulations.

do you have a trout stamp?

I didn't buy one this year...I'm boycotting based on principle. I figure I've bought enough trout for other guys to kill and eat in the years past. When they start paying for some of my meals, I'll reconsider.

That's me too. I never keep, so the dang regs are pretty easy for me.

And, no I didn't buy a trout stamp. Non-resident (but MO taxpayer) is enough $$ from ness' pocket each year.

Better not do any winter fishing in the parks...

All I can say is it's a $7 donation to the folks that make any sort of trout fishing in this state possible. So make your own decisions based on that:)

If I get desperate enough to hit the parks this winter, I'll spring for the 7 bucks...hopefully I don't find myself that desperate. I figure I've bought myself at least a future decade's worth of C&R trout fishing with the licenses I've bought in the past and never needed or used. If the program is hurting for funds, the meat hunters should pay more as far as I'm concerned, since they're the ones costing the program the most money keeping the stream-side grocery stores stocked with daily fresh dog food-flavored fish meat.
