The male establishes a territory, the female comes along, and they spawn, the eggs settling to the bottom wherever, usually over a hard sand bottom. As for tiger muskies, they are sterile hybrids, and it's been reported that females sometimes go through the motions of spawning, but the males don't. So two together looking like they were spawning would not be tiger muskies, apparently. By the way, although the markings on the sides of chain pickerel are pretty distinctive and you couldn't mistake one for a muskie looking at it from the side, the backs of chain pickerel are often mottled much like a muskie can be.
