The Commission has to have at least one member of each party and the terms do not follow the governors term. The executive control ends with the appointments available. At any rate I don't see the alarm at this time. The fact that it's an amendment will mean any opposition will be well advertised. Today's release is tomorrows gift to another fisherman.

The wild deer populaiton brings in about $1 Billion dollars to this state. I can't see any reason to let a $20 million at best entity, with practicaly no employees, dictate the future of the thousands of mom and pops across the state. How do you come to the conclusion that there are no restrictions in place not regarding deer farms? I know for a fact, as I have friends that own 4 farms locally, there are restrictions, testing, required paperwork, licensing, etc. in place that is monitored by the MDC at these farms and it has been that way for at least 4 years. I was personally involved in one of them when they started building the deer farm and have a little first hand knowledge. He has since sold out due to losses last season from EHD. As far as the bill goes, it is the first that I have heard about it having any relationship to the MDC. But I would surely vote against it in a public election. So if your friends did actually do all of that good for them. But even at that, that is just doing business. There are no restrictions on fencing. No restictions on carcass' or parts there of. It is pretty much willy nilly. It is somewhat split between the MDC and MDA at this point and that is causing some of the problems. The bottom line is that the Missouri Legislature - particularly the House - is dominated by morons. Just look at the time they spend proposing silly legislation to fight non-existent problems so they can pander to primary voters. The code of wildlife regs put out by the Conservation Dept. is a collection of administrative rules. Want to dunk salmon eggs at Baptist? Want to ATV as you please on Dept. lands? Want to kill off the rebounding black bear population? Well, there is not only a politician for that, there are scads of them. Imagine the state equivalent of congressman Smith getting involved in micromanaging fishing and hunting seasons/bag limits and rules affecting Dept. lands. Under the guise of "small goverment" the legislature - with no apparent sense of irony - wants its say in matters that have, for decades, been the province of executive administrative agencies. The potential for abuse here is huge. This is a wide-open backdoor for money special interests to control the executive branch via this new legislative check and imbalance. No good at all.

MDC does have restrictions, permits, and regulations in place regarding captive deer. The MDC has had them in the rule book going back to 1984 it looks like. Feel free to browse the sections 9 and 10 regarding them. Its a pretty good read and encompasses captivity of all game animal species. http://www.sos.mo.gov/adrules/csr/current/3csr/3csr.asp Deer have to be confined to a minimum of a 8 foot fence. Most breeders I know line the fence with some kind of material to keep the deer from being spooked by things walking up outside of the fence and nosey neighbors. They were reguired to send a head in if a deer dies for CWD testing. They have routine inspections by a MDC agent to check compliance with breeding guidelines. Deer are ear tagged and registered, any movement between farms is documented. A vet does an inspection also. I do believe that the MDC may be trying to put some of the regulation of deer farms off onto the Dept. of Agriculture, but I don't know it as a fact. White tail deer still fall under the wildlife code as many other captive animals. The trouble with the detection of CWD in deer is that the only real test for it requires a brain tissue sample. It can't be performed on a live deer. And there is alot to learn about the disease that has yet to come to life. It's always something potentially drastic and requiring immediate snuffing. I always ignore them....and never hear another word one way or the other about anything ever changing. It will defy a long standing pattern if this one doesn't go the same direction.all the others have. Politics
