I too have sanded the paint off them and it beyond sucks. I saw a guy on BBC that used a blaster and it got those old wart blanks clean as a whistle, better than anything sanding by hand could do and I am sure took all of 30 seconds per bait. If you have access to a blaster I would use that.

Ive got plenty of room & plenty of time. Which model cabinet do I need to get started? Do you have a parts list for this kinda project?
