Not sure, but probably to help protect them once they get to the dam and stack in so thick. Its the same on LOZ by Truman Dam. It is illegal to snag above the 65 bridge there.

Yes they stack up at the Dam. Lots of people go just below 54HWY with Surf Rods, snag from the bank.

Far as eating Spoonbill. My Inlaws always fried them. I found I like them better seasoned and Grilled.
