Chief Grey Bear Posted August 2, 2015 Posted August 2, 2015 Poachers are going to poach. Whether that be over limits, undersized fish, gigging, or closed seasons. All the enforcement in world is not going to stop it. One only needs to look at the War on Drugs. The question is, at what rate is this poaching happening? Is it out pacing legal harvest? So will adding more restrictive regulations be a positive move even without an increase in enforcement? Most definitely. For every poacher I'd lay good money there are 1000 honest fisherman that will abide by the regulations.
