Sorry, forgot the second part of the question.  The water in the dam area is heavily stained, don't know for sure how far upstream it extends.

The sign says Road Ends In Water so why is there a Car in there, can't they read?

I think it was a comprehension problem.  They hit water....but the road didn't end....so they kept goin'.

Car is long gone now, but it happens occasionally, usually someone not familiar with area and in the dark, add in some rain and high water well it can sneak up on someone going too fast real quick.  The lowest sign post was actually in the water a couple feet, but he passed an earlier signal and a reflective rumble strip as well.  Very fortunately the driver was not hurt, have worked some over the years that ended tragically.  Will happily settle for this outcome.
