And they usually hit that shallower water at sundown.  Not to say that there can't be some around anytime but sundown is the magic time usually. Temp and daylight also play into it but more of a trigger for the spawn.

if it's really windy I've caught them in less than 3' in clear water,bright sun in Feb. A heavy overcast , no sun whatsoever, calm winter day that feels like it could snow/rain any minute are my favorite days to catch them shallow. They may not be on/near the bank but they will be shallow and looking for cranks and suspending minnows
