I can remember doing the dam tour as a kid, and I recall the guide saying and showing us a seperate small generator for the minimum flow requirement. I believe it had it's own penstock and the electricity generated helped power dam operations.

The tour guide showed you the in-house unit - the 1 of 2 in house small

turbines that power the lights of the dam itself.

Pretty sure the 20cfs for Taneycomo when the units are off is counting the water released by that in house unit.

also take into consideration the spill out from the hatchery outflows - they don't count that

Were people wading out to rebar on that 1750 flow?
