I see boats up there all the time.   Last year a guide was yelling at some guys that were way up there.  He threatened to call the agent but they ignored him.   I was there a couple more hours and nobody ever came up.

Well, this my experience from this morning.

A couple of "spin fishers" came up there in a rented boat from the State Park. They were throwing big "JERK" baits. They finally caught a decent rainbow and guess where it went??? After high fives it went into the live well. I yelled at them that this is a catch and release area and got a rude reply. Next, I told them to let it go. Well after some bantering back and forth, the morons decided it was probably best to let it go and released it from the live box.

And then.... about 20 minutes later, here comes the Game Warden with his binoculars out scouting the area. Those Bozos should be pretty happy I got them to release the fish or they would be looking a hefty citation.

I have never figured out why anyone would want to risk a fine for a trout.  Its a mental condition next to retardation.

I have stood next to some that were taking the second creel, keeping fish in catch and release, or out of length fish many times.  My line is less confrontational.  "Did you see that Game Warden checking things out?"  That usually causes an anal release.

Even did that on a Game Warden one time, he forgot who I was.....  He was using trebles in a fly only zone looking like a local trying to fit in and releasing the little browns they had just stocked in the upper Current River.
