While true that no two people are affected by alcahol the same, there has to be a hard limit set or its unenforceable. Used to be 0.10, now its 0.08. Fine, I susbscribe to the idea that one of the group (sometimes me most often wasn't) was the DSG (Designated Sober Guy), whose job it was to handle transportation, and direct others away from the most obvious sources of harm, like seeing if you can jump into the hotel pool from the 2nd floor balcony. etc. The DSG did NOT get to consume anything stronger than soda, period, you could smoke all the cigarettes and cigars, or chew Redman till you vomit, but no alcahol.

I personally don't have much use/need for open carry. If I was wanting to carry all the time I would prefer concealed carry, get the permit etc. IF I become the one in a million who would have to use a firearm in self defense I would prefer to keep my posession of it as low key as possible until it was needed. If I expected to need a firearm I wouldn't be carrying concealed I would be carrying a rifle. I also think carrying openly is asking to be contacted by LE. Yes it is your right, yes it is legal (except where it isn't), yes you could also be a wannabe mass murderer simply walking down the street as well. If you do carry simple respect when questioned by LE is a must, lest it make all gun owners look like goofus's and we don't need any help with that.

For the conversation about Brandons Death, it doesn't matter if he was intoxicated or not, whether he won every game at coconuts or not, or even if he was a dope smoking long haired maggot infested FM Rock and Roller type (I think that was how Rush used to described them) once he was in custody and not fighting/resisting (troopers own admission) at the very least the young man died due to negligence on the part of the trooper. Lets change the story, if the trooper had arrested or taken him into custody on the road, and handcuffed him in the back of the patrol car but failed to seat belt him in, then on the way to the station he veered off the roadway because he was on his cell phone, or on his computer, rolled the car ejecting and killing the "prisoner". Would there be negligence involved, honestly I could see a better case for the car wreck being ruled an accident than the boat incident. It could be questioned whether or not a properly belted prisoner would have survived the crash. There is no question as to whether a prisoner properly outfitted with a PFD would have floated. The Type 1 mentioned in the taped interviews will float an unconscious adult face up. As much as I like the Missouri Highway Patrol, and I have friends there, I have lost a large amount of respect for the agency simply because they didn't own the mistakes that were made.

Latest update. Outflow is at 3500 CFS, Phase II/Level maximum. With the forecast looking sunny and dry I expect it to stay there at least through the weekend and into early next week before levels drop enough to put us back in Phase I level/release maximu of 2800 CFS.

When it comes to people acting stupid, I was younger once and did some of the same stuff. If it is just me or even my wife, or now that my kids are adults, hey as long as you aren't violent toward us or a danger to us, have at it be stupid. I made the mistake once of taking a group of kids from our church on a float down the Niangua on a weekend. I think the highlight that my daughter will always remember is the drunk chick who relieved herself on the bus ride back to the put in, the river of urine running down the bus floor seems to stick with her. Now bad on me for taking them on a weekend. If you are an adult and you are only risking your own life go for it, if you die on my watch I'll write the report, endanger other folks and I will happily watch you got to jail. Boating/driving while over the legal limit, yep bye bye to jail you go. Want to swim off your dock with a belly full of all the alcahol you can hold, go for it. However once you are "in custody" and no longer on your own it is the resposibility of the arresting officer to see you safely in jail or wherever.

If it helps any (which it won't) the current elevation of 859.5 or so is about 50% of rated capacity or one half as much as we could hold. The weather forcast for the next week or so is looking promising all we gotta do it catch up with this current inflow and start it down. Gonna be a while before you see normal though.

I see your point and don't entirely disagree, however once taken into custody and his movements restricted his safety was the responsibility of the trooper. If he had jumped before being handcuffed I would say well that was a bad choice on his part. Once cuffed the trooper was responsible for his safety unfortunately he failed to properly put the PFD on his prisoner. Granted there were extenuating curcumstances, wakes, inexperience, improper training maybe, but for lack of proper PFD wear he died.

His actions led to his arrest. The troopers actions led to his death. The simple failure to properly put on a life jacket on his prisoner made the difference between a wet prisoner with maybe a few bruises and a dead kid.

Depends on the version of the story. Regardless, if the PFD had been put on properly he would still be alive. I will probably always be a supporter of Law Enforcement, but how that one didnt end up on a major settlement I will never understand.

In a word yes. Albeit a criminally negligent one in my opinion. Keep making the arrest and issuing tickets fellas. Most narcotics violations are simply tickets and release.

If you all are willing to help them pay their bills I am sure they would be willing to leave a little more idle ground. Otherwise idle ground doesn't pay no mortgages.

Just my humble opinion, I grew up strict (WWII Vet Father), and have been at times strict with my kids on some issue and more open on others. I honestly believe that the next 20-30 years will be the saving (or perhaps the loss) of our nation and culture. I also believe that there will be a huge gap opening up in the societal fabric. Those kids who learned that there are jobs out there for hard workers willing to work their butts off and learn, and opportunities to improve, will move forward and improve their lot in life. Those who never learned those principles I fear are doomed to a life of low income and feeling of being cheated somehow. I am also going to trust my kids generation to clean up politics as it has currently become an embarrassment to the entire nation. Just my humble opinion, I will go take my meds now.

I guess I grew up as a "free ranger" at times. When not working in the field (Haying Season) or during chore time I was on my own. Quite often out of the house from just after breakfast to suppertime, .22 optional, knife required. Hear the horn honk ad your butt better be headed back on the double.. Want to ride your bike over to the neighbors pond to go fishing, have at it, want to wander the woods, see ya, just don't be stupid and be back in time to do chores. Some free ranging is not the same as "non parenting". Maybe I am just naive but I think that most of the kids I know are pretty good kids, you just only hear about the ones that cause problems. You don't hear about the kids who stopped someone from picking on a smaller kid, or the one who stopped and moved the turtles out of the road etc. You hear about the ones that brought a gun to school, or stabbed someone, or sadly was abducted.

Ah I see what you are wanting now. The tandem balance slide is the closest get to a "control point" since it all has to run through Truman and LoZ on the way to the MO River. However Phase 1 release is maxed at 2800 CFS, Phase 2 Release is maxed at 3500 CFS, and Phase 3 is 6,000 CFS. The break line between Phase 1 - 2 - 3 is a sliding scare based on the time of the year (which relates to likilhood of heavy rains) mid july the phase 2 elevation is 859.5 so hopefully we won't make that. In the spring the Phase 2 elevation can be as low as 846.2. Bite your tongue on the more rain part.

From the USGS graph it looks to be around 846.5 and falling on the 13th of June. Also outflow is going back up today to 2800 CFS and we can start the cycle all over again. Well hopefully except for the rainfall and rising of the lake level.

I still most of it is just pure cluelessness. The difference anymore is instead of apologizing for blocking the whole ramp and thanking you for the help, they tend to cop an attitude instead.
