Here's what I'm not clear on: WHY is DNR getting blamed ? What does DNR have to gain by withholding info ? Who's paying who here ?

Anyone else catch that...or is it just me?

I'm thinking the mindset is: Lets blame it on someone too big and too powerful to be held accountable.
