Since it's a "manufactures" tax on new items, can't see anyway it would be due again on used items. I'm also fairly certain that this tax has ALWAYS been charged against the "sales price" unlike most other taxes.

Depends on who is defining manufacturer, and how.

The North American Free Trade Agreement (NAFTA) is signed into law by President Bill Clinton. Clinton said he hoped the agreement would encourage other nations to work toward a broader world-trade pact.

NAFTA, a trade pact between the United States, Canada, and Mexico, eliminated virtually all tariffs and trade restrictions between the three nations. The passage of NAFTA was one of Clinton's first major victories as the first Democratic president in 12 years--though the movement for free trade in North America had begun as a Republican initiative.

During its planning stages, NAFTA was heavily criticized by Reform Party presidential candidate Ross Perot, who argued that if NAFTA was passed, Americans would hear a "giant sucking sound" of American companies fleeing the United States for Mexico, where employees would work for less pay and without benefits. The pact, which took effect on January 1, 1994, created the world's largest free-trade zone.

Clinton signed it into law on December 8, 1993; the agreement went into effect on January 1, 1994.[7][8] Clinton, while signing the NAFTA bill, stated that "NAFTA means jobs. American jobs, and good-paying American jobs. If I didn't believe that, I wouldn't support this agreement."[9].

just thought that i would give you the exact time of when and who signed the bill. plus, a direct quote from old slick willy himself.

Everybody is well aware of that document and who signed it and when it was signed.

What most refuse to acknowledge is when this really started.

I provided a link for you to read. While reading this, keep in mind that it was written in 1987. This will remind you and others what was really going on and who the real "slick willey" was. Some consider him an American Hero. In truth nothing could be further from the truth.
