I think it is a very early "Moss Boss" type thing that probably had a skirt on it at one time. Nobody has ever been able to identify it. I threw it in our pool one day and it has a wicked surface action. I actually considered trying to make one to throw because I think it would get bit bigtime. The bottom left (below the Bagley) is a Heddon Zara Puppy Popper. Bet you never knew such a thing existed. Can't even find one on a Google search. It walks and pops like a Chug Bug. dtrs5kprs 1

There's tons of surface spoons. Just hard to tell. Wood is a good clue though. I even built a few wood spoons back in my grass lake days, trying to get one that would do some of the things a Moss Boss won't. Bagley made some weird baits when they were playing out the string on inventory. Some of them are detailed in the Garland book. Turned baits backwards, put lips in baits not meant for it. They even did that back in their heyday, to use up components. Thus the Broken B with the goofy grub tail. You're spot on about the puppy. If I saw one, it was in a catalog, and I ignored it.

I googled it and came up with nothing. The guy that owned the boat was from Wisconsin, so it must be an exclusive Up-North thing. White bass really like it, but it doesn't throw very well.
