In Arkansas, the fishing reports that are posted are from either local marinas, tackle stores, or anglers. These reports are handled by the Communication Division and not by Fisheries.

I know that at leaSt one marina here has submitted reports and I also know they don't fish.  They report what they hear from fishermen.  OA is probably the best reporting system.I have seen.

Funny, ain't it?  The ones you'd expect to truly have their finger on the pulse...... Clueless. There's no money in it for them.
